5/13/2026-Information from this FAQ was sent to all active PIs and MRAM

Here are some proposal reminders and tips to help make your proposal submissions successful.

Draft Proposal Review 鈥 7 day GIM 19 Deadline

Route draft proposals to OSP for initial review by seven business days before the sponsor deadline. Routing draft proposals for initial review can vastly improve the review process for everyone.

In particular, all draft proposal eGC1s for federal Contract and Other Transaction Agreements (OTA) should be in OSP for initial review no later than 7 business days before the sponsor deadline. See: Why should I route an eGC1 for Contracts & Other Transactions to OSP ASAP?

Route to OSP for initial review.聽OSP will review听补苍诲听provide reviewer comments, as applicable.

These draft proposals should include complete business and administrative components of a proposal. Scientific/programmatic portions can be draft versions.

Ready to Submit by the 3 day GIM 19 Deadline

All proposals that are In OSP by the聽three business day GIM 19 deadline聽must be聽Ready to Submit. This should not be the first time OSP has seen the proposal. It is expected that OSP carried out an earlier review of the draft proposal.

Ready to Submit (RTS) means that the eGC1 has a complete proposal in final format, ready for submission to the sponsor.

RTS proposals must have or show that:

  • Final documents attached in the order required by the sponsor
  • All investigators completed their Significant Financial Interest Disclosures
  • Proposals in sponsor systems need to be ready to submit, for example:
    • NIH multi-component applications such as PF5 involve two steps, first 鈥淎ll Components Final鈥, then 鈥淩eady for Submission鈥
    • AOR-signed documents uploaded in sponsor system
  • Ready to Submit question on the eGC1 is marked 鈥淵es鈥
  • The eGC1 is 鈥淚n OSP鈥 status before 5 p.m. Pacific time
  • The PI has given OSP access to the proposal in the sponsor system, if applicable

Research Security Training (RST) Requirements

All covered individuals must complete RST within 12 months prior to proposal submission and annually thereafter. OSP confirms training completion at proposal submission.

Research Security Training Verification

You can verify completion of Research Security Training in MyResearch Training Transcript (MRTT). Completion records in MRTT are linked for each individual listed on the PI, Personnel and Organizations page of the eGC1.

You can also check the completion record for researchers in the unit regularly, in the (天美影院Net ID Required).

The Office of Sponsored Programs will verify that individuals named in federal proposals have completed training in alignment with sponsor policies.

Tips

Many federal sponsors require applicants to use the .

Most sponsors, like NSF, USDA, DoE,聽 & NIH, to prepare these forms. Using ORCID connected to will help keep biographical sketches and current and pending (other) support forms up to date.

Use project management tools and incorporate steps into the process to help ensure:

  • Investigators are available and have access in 天美影院systems, such as the Financial Interest Disclosure System (FIDS)
  • Sponsor system accesses/permissions are obtained
  • Common Forms are up to date and complete
  • As applicable, confirm:

Refer to the Institutional Facts & Rates page for authorized official contact information that must be listed on proposal cover pages.

Understand who is reviewing what on the eGC1, as it routes. OSP uses聽GIM 1聽criteria for review once it arrives in OSP.

Run any sponsor system validations or error checking for the draft proposal. This will help 鈥渃lean up鈥 formatting and other requirements that sponsor systems are designed to catch.

All proposals to external entities need to undergo institutional review, which takes time. Do not route a proposal to OSP for the first time on the 3 day GIM 19 deadline.

Format Reminders

Incorrect formatting can prevent proposal submission to Grants.gov and other sponsor systems. Carefully review sponsor format guidance. Avoid using hyperlinks and flatten PDF files to remove incompatible file formatting, except for SciENcv documents that require specific formatting for validation.

Who has the authority to sign for Sponsored Program funding vs. provision of Goods & Services?

The University limits who is responsible for certain types of agreements and who has the authority to sign them.

All agreements, whether handled and signed by the Office of Sponsored Programs (OSP), other central offices, or executed by the Dean鈥檚 office or their delegate, will include terms and conditions.

OSP:

The Office of Sponsored Programs is the ONLY office delegated to enter into agreements for sponsored awards and related agreements.

Department:

The authority to sign contracts for the provision of Goods & Services is given to the Deans via the University Policy on Sales of Goods and Services, .

Agreements for the provision of goods or services are between the unit providing the goods and services and the customer, which in some cases, is the Federal government. All School/College and specific departmental policies governing signature authority must be followed. Consult with your department administrator or Dean鈥檚 office.

Yes. Keep these two things in mind:

  • 天美影院Faculty can’t serve as the PI of the SBIR or STTR grant and PI of the 天美影院portion of the research at the same time.
  • Investigators involved on the project must disclose any potential significant financial interest via FIDS.

Can I combine two contracts on a single eGC1? For example a research agreement with a data use agreement for that research?

We ask these be split into each having their own NAA eGC1 for a couple of reasons:

  • The party entering the agreement with 天美影院may not be the same in each case, even if for same project (e.g. sponsor A will fund project under Research Contract, but party B will provide the data for use on same project under the DUA).
  • We will have documentation specific to each contract that needs to be housed separately in SAGE and not commingled together.

Yes, you can still initiate advance requests if you have the Advance Reviewer ASTRA role. In this case, you would submit the advance request for routing and then would also need to approve the request as an Advance Reviewer.

The post Change of PI FAQs appeared first on 天美影院Research.

]]>
Q1: I need to Change PI but there is no award yet. What do I do?
A1: Route a Non-Competing Revision eGC1 with the new PI. Reference the previous eGC1 in the eGC1 Additional Information section “Previous eGC1” and include relevant comments in the eGC1 Campus Comments section. Attach all sponsor-required documentation and concurrence as applicable.

Q2: What are some sample reasons why a PI might change?
A2: Examples of why a PI might need to change:

  • The PI has left the 天美影院or is no longer able to serve as the PI of the award
  • The eGC1 Application PI (e.g., post-doctoral fellow) has transitioned to a permanent 天美影院position and can now serve as the eGC1 PI per School policy
  • A Multiple PI listed on an award聽is going to serve as the聽eGC1 PI

Q3: Do we use the same process if we are changing a person named on an NIH聽Notice of Award (NOA) who is not a PI (including if they are listed as a Co-I)?
A3: When you need to change聽Key Personnel聽named on an award please follow聽instructions for聽Key Personnel Changes. This is the same for Co-I named as Key Personnel.

Q4: What if a Co-I has left the UW?
A4:If a Co-I is Key Personnel on the award, follow聽instructions for聽Key Personnel Changes,聽including when a Co-I has left the UW. Ensure all personnel on the PI, Personnel, & Organizations page of the eGC1 are up-to-date.

Q7:聽Do we need a [Change of PI Request] form if the application PI is different from the eGC1 PI? This usually happens when a postdoc is transitioning to a permanent position at 天美影院when they submit a proposal as a postdoc.
A7: Yes. You will follow the聽Change of PI process聽if the Application PI will become the eGC1 PI. If the Application PI is the named PI on the award, prior sponsor approval would not be necessary. Similarly, if a Multiple PI on the eGC1 will become the eGC1 PI, you will also follow the Change of PI process. Prior sponsor approval may be necessary to update the award.

Q8: Do we complete the change of PI form before or after sponsor approval?
A8: It depends. Many sponsors require a formal concurrence request for a change in PI. In these instances the Change of PI form should be completed prior to seeking sponsor approval. Sponsors that do not have a formal process may provide the approval prior to completing the form. Check your award and other sponsor requirements to determine how to proceed.

Q9: Does the Change of PI process require a Dean to sign off on the form? If no eGC1, then how is Dean’s level approving new PI meets eligibility rules?
A9: Yes, the Dean must sign off on a Change of PI form. The form is designed to collect the assurances and approvals that are normally done through routing an eGC1. A new聽eGC1 is聽not聽needed for the Change of PI process.

Q1: I was approached by my DoD Component Program Manager to submit a proposal using the 15% IDC rate. Can I submit using the 天美影院federally negotiated rate?
A1: The 天美影院is not adopting the 15% rate and in light of the 6/17/2025 , we can respond and use our federally negotiated rate.

Q2: I have an active DoD award. If I am asked to rebudget, should I?
A2: The DoD Memo indicates that current awards may operate under the originally determined indirect cost rate until a renegotiation is completed, citing a date no later than November 10th. While the recent temporary restraining does not address the renegotiation of rates on active awards, the case continues on all elements of the policy and the 天美影院will not submit revised budget documents using the capped rate
